Run entirely by specially trained volunteers, Cyberangels calls itself the largest online safety, education and help group in the world. They are a cyber-neighborhood watch and operate worldwide in cyberspace through more than 9,000 volunteers worldwide. Cyberangels is headed by Parry Aftab, author of The Parent's Guide to Protecting Your Children in Cyberspace.

A Singapore-based organization, PAGI seeks to help parents understand the Internet medium and equip themselves with the necessary skills and knowledge to play an active role in managing their children's use of the Internet.

Safe and Smart:
Research and Guidelines for Children's Use of the Internet - The National School Board Foundation surveyed children and parents about the role the Internet plays in their lives. And, as parent responses suggest, the Internet can be a powerful tool for schools that want to increase family involvement. Online Safety: Fact or Myth_
This is not as much an article on the question in the title as it is a resource guide linking to several Apple and outside sites promoting safe internet use by kids. These include sites on guidelines, partnering projects, software programs, safety sites outside of Apple, acceptable use policies, and "netiquette".
Special Education in British Columbia
Special education resources are available from the Ministry of Education. Included are Internet safety, use of technologies in special ed, staff responsibilities, programs, etc.
Safety Online for Home and School

The National Center for Missing and Exploited Children offers a good selection of resources related to the Internet. Some of its publications can be downloaded in PDF without charge.
Librarian's Guide to Cyberspace
This American Library Association resource is targeted to parents and kids. It's valuable, in addition, for teachers, for it includes safety tips and safe sites.
Netiquette
Teachers and parents should set expectations for children's use of the Internet. This resource contains some mannerly guidelines for the kids.

Web Awareness
Information from this excellent Canadian resource can be read in French or English. It contains valuable information on the Web for teachers and parents.
